What New York's Noise Code Actually Requires
The rules are more specific than most operators and neighbours believe.

New York City's noise code governs sound from commercial premises, construction and other sources. Disputes between venues and neighbours are frequently conducted without either side knowing what the code actually says.
The standard for music
The code addresses sound from commercial establishments with reference to how much it exceeds ambient levels, measured in specified ways and at specified locations — including inside a nearby residence.
This matters because sound that seems reasonable at the source can plainly exceed the standard when measured where a neighbour lives, particularly for low frequencies that travel through building structure.
Bass is the recurring problem
Low-frequency sound transmits through structure rather than air, and conventional soundproofing is far less effective against it. Most persistent venue disputes involve bass reaching apartments above or adjacent.
Effective mitigation usually means isolating the sound system from the building structure — decoupling speakers and subwoofers — rather than adding absorbent material to walls.
Enforcement
Complaints are made through the city's service request line and are handled by the environmental protection department and by police depending on the source. Repeated substantiated complaints can result in violations and penalties.
For a licensed premises, a record of noise complaints also becomes relevant at license renewal and before the community board, which is where the consequences become serious.
Construction hours
Construction noise is separately regulated, with permitted hours on weekdays and restrictions outside them. Work outside permitted hours requires an authorisation, and these are the complaints residents most often make successfully.
Practical advice for operators
Commission a sound assessment before opening, install a limiter, and establish a direct relationship with neighbours so complaints reach you before they reach the city. Most escalations are the result of a neighbour having no way to raise the issue.
And for residents
Document dates and times, complain through the official channel so a record exists, and raise it with the community board — particularly ahead of a license renewal, when it carries most weight.
